Welcome to the twelfth edition of our quarterly electronic newsletter. As usual, an e-mail version is available for members who lack or don’t use Internet browsers. E-mail addresses and URL’s for World Wide Web hot links in the text are also appended as footnotes.

EVAN'S WINNING ENTRY AND 2005 BOATWISE NOTE CARD CONTEST

                           


As promised in the December issue, here is the bookmark that merited a third prize win for Gerry and Helen's son Evan in the 2004 CPS BoatWise Bookmark contest.

This year the CPS BoatWise Bookmark Contest is changing to the CPS Boatwise Note Card contest. The 2005 contest is open to children or grandchildren of CPS members, or any young people who have taken BoatWise or Boat Pro courses. The age categories are 6 to 10, and 11 to 14 while the theme is "Lifejackets". Only original art is acceptable and entries must be in colour on poster cards, size 10 cm x 13 cm. All the rules are available on the Members Moorings page of the CPS web site. Scroll down the directory on the left side of Members Moorings to the bottom link, Youth Committee, and click there to a page that includes a PDF file containing an entry form and the contest rules.

Entries from Pender Island should be submitted to Training Officer Marti Tilley before June 15.

VICTORIA HARBOUR FERRIES: ALL YOU WANTED TO KNOW - AND MORE!

The Victoria Harbour Ferries (2.) was the subject for Speaker's Night on March 11 at the Library. Barrie Hobbis gave a very interesting account of the company which is half owned by our incoming commander Nick Samsom. Barrie covered the maintenance of the ferries as well as their operation and manning. The 42 skippers are mostly retired and include a former Air Canada pilot, a former admiral and even a former UVic history professor! Candidates take courses on collision avoidance and other subjects as required for a Transport Canada oral exam, spend 16 to 20 hours with a senior captain who is giving tours and are given training in conducting tours, etc. A knowledge of the history of the harbour is crucial. In the summer, one skipper checks out large yachts and their owners each day so that celebrity yachts may be pointed out. Information is shared at monthly breakfast meetings paid for by the 2 owners. 

A new maintenance shop on Johnson Street is a busy place. All the vessels are refitted annually, in a process that takes about 3 weeks for each one.  The machinery and fittings are removed, labelled and thoroughly checked and painted. The 2 stroke Mitsubishi engines are rotated regularly and are shipped out for repair if necessary. 

Barrie's presentation included slides and the Knowledge Network's BC Moments presentation about Victoria Harbour Ferries.  He also spoke at length about the heavy traffic in the harbour with includes boats of every size and type, ferries, float planes and during the summer, Transport Canada harbour patrol vessels. The skippers monitor transmissions from the Flight Information Centre.  The skippers have their hands full navigating in all that traffic while keeping the passengers informed about the landmarks they are seeing and entertaining them with stories about the harbour.

Students in the boating and advanced classes along with some of their instructors and proctors were fortunate to enjoy a gloriously sunny morning aboard one of the little ferries on February 27. They  practiced plotting and took bearings in both the inner and outer harbours. There is a photo of the group included below.

CPS MEMBERSHIPS CAN NOW BE RENEWED ONLINE - OR VIA CANADA POST

Continuing members will have received renewal notices from the CPS national office in Toronto. Anyone who has yet to renew might want to do so before April 30 as the dues increase after that date. For many years it was possible to pay the local Pender Island Membership Officer, who would send a portion of the money on to Toronto, but that is no longer the case. It now works the other way around.

A convenient new feature on the CPS web site (1.) is online membership renewal. Click on the Renew on line link in the yellow rectangle near the top of the home page and follow the prompts. You will need your invoice and a credit card. Be sure to read the renewal form carefully. If you don't want your personal information traded, you must indicate that by ticking a box on the form. If you have already renewed and wish to change or add to your personal information, there is a Personal Information Change Request form in the Members Moorings section of the web site. Click on its name in the directory box on the left hand side of Members Moorings and scroll down the resulting list of forms.

The CPS Confidentiality Policy, posted in December, is near the bottom of the home page.

 

OFFICER AT LARGE

1. NEWS FROM THE CPS TRAINING MEETINGS IN TORONTO

There are two new courses available from CPS, both to do with GPS. One, called Navigating with GPS, is a much more user-friendly course than its discontinued predecessor and contains at least twice the amount of information. The other course is titled Finding Your Way with GPS and is designed for the hunter/hiker population rather than boaters. Spencer Anderson, the National Education Officer for U.S.P.S., attended our Training Meetings in Toronto and advised us that their boating course graduates taking Piloting or Advanced Piloting are plotting in Magnetic rather than True because their primary navigation is based on GPS and electronic charts. Well there's quite a switch!
   
Another interesting subject brought up at the meetings was the problem of
outdated flare disposal. Transport Canada requires us to have up-to-date flares aboard our vessels therefore we have to replace them every four years in order to be legal! Should Transport Canada then not be responsible for the disposition of outdated flares? What if an accident was caused by outdated flares not properly contained because a person could not dispose of them? Could Transport Canada be held liable? Food for thought!.
   
According to a survey by the CBC, persons under the age of 25 put their
inherent trust in electronics whilst those over the age of 25 trust paper more than electronics.


2. NEWS FROM REGIONAL BOATING ADVISORY COUNCIL MEETING, FEBRUARY 10, 2005


The Contraventions Act
between B.C. and the federal government has finally been signed and takes effect 1 April 2005. Enforcement Officers can now ticket offenders instead of issuing a summary conviction. Officers will however now be required to carry two ticket books, one for B.C. and a bilingual one for federal offences. Records of offences and tickets issued will be kept by ICBC. Implementation of this act in Ontario has reduced Enforcement Officers' time per offence from 8 hours to 18 minutes.  An http document (3.) contains additional information.

A draft of new Operator Competency Regulations will be available by June of this year. People attempting to acquire their PCOC from “pay if you pass” providers at events like boat shows will be limited will be limited to one
challenge test per day.

Re the proposal suggesting that commercial canoe/kayak operators use small vessel life jackets as opposed to PFDs, nothing will change until Dec. 2006 when the new Canada Shipping Act 2000 comes into effect. After that the only change will be if a guide/instructor should paddle one or more clients in the same boat then that boat will be considered to be a passenger carrying vessel and both guide and client(s) will be required to wear S.V.L.J.s. Whilst on this subject, Transport Canada is reviewing the whole of the life jacket, PFD, cruiser suit, immersion suit scenario with the idea of upgrading the present standards. So there will be changes forthcoming.

Disposal of out of date flares is still a problem and is being looked into by Canadian Coast Guard/Transport Canada.

There is a new Safe Boating Guide
(4.) available dated 01/2005, now issued by Transport Canada; however changes are minor and there will be no significant alterations until a new one is issued after December 2006. (Editor's note - link is to a page last updated 2004-11-04 so this may not include the minor changes in the January 2005 issue.)

Those of you using Telus cell phones while boating should know that if you wish to contact CCG on *16 and you are unable to make contact then try #16. This is for Telus customers only. Roger’s/Cantel is still on *16.

Last but far from least I received a letter from CPS HQ in February to say that I passed my Recognized Examiners Course and can now continue to instruct the Maritime Radio Course including the DSC/GMDSS upgrade.

HAPPY BIRTHDAY TO FRANK SYMES!

Longtime member Frank Symes celebrated his 90th birthday on April 16th. A card signed by the Bridge members was presented to him at the Annual General Meeting on Friday April 15th. NOTICE OF ANNUAL GENERAL MEETING

TAKE NOTICE that the Annual General Meeting of Vancouver Island South District will be held at the Holiday Inn Victoria, 3020 Blanchard Street, Victoria, BC on Saturday May 14, 2005 for the purposes of:

    (a) receiving and, if thought fit, approving the Reports of the Officers of the District;

    (b) receiving and, if thought fit, approving the Financial Statements of the District for the twelve-month period ending March 31, 2005 and the Report of the District Auditor thereon;

    (c) electing the Officers of the District;

    (d) appointing the District Auditor;

   
(e) considering such further and other business as may properly come before the Meeting.

The Report of the District Nominating Committee is attached to, and forms part of this Notice. (See  VISD web site, (5.) members page for the full report.) Under Regulation 12.1, any further nominations must be made by way of a petition, in writing, signed by not less than 5 members of this District who shall confirm the consent of their nominee to stand for election. The petition must be filed with the District Secretary not less than 2 days prior to the date of this Meeting.

NDI/CANADIAN HYDROGRAPHIC SERVICE CONTRACT TERMINATED

Nautical Data International (NDI) was the contractor supplying digital nautical data to Canadian Hydrographic Services of Fisheries and Oceans Canada.  DFO has terminated the contract effective February 4, 2005. NDI was "the sole worldwide distributor of the official Canadian electronic navigation charts and other digital nautical information under a under a multi-year agreement with the Government of Canada. In partnership with the Canadian Hydrographic Service, NDI has successfully developed a comprehensive digital cartography database comprised of thousands of nautical charts and other marine information covering navigable Canadian waters and coastal zones." (From an NDI news release (6.) issued January 9, 2005)

Among the products produced by NDI were digital nautical charts. Canadian Power Squadron Stores will continue to stock their products until they can no longer be replaced.



OUR SQUADRON PUBLICIZED IN PROMOTO

PROMOTO is a bulletin for all officers of CPS containing information on public relations, membership, training education and news from CPS. It is published 3 times a year and is mailed to all officers of the Pender Island Power and Sail Squadron. I was asked by the Bridge to submit a short article about the successful strategy of mailing invitations to attend the Christmas potluck dinner to all members in CPS for 10 or more years. Because attendance at the potluck was up considerably, the Bridge thought the idea of mailed invitations and recognition might interest other squadrons. The article has been published in the Spring 2005 issue.
