EDITOR'S NOTES

Welcome to the eighth edition of our quarterly electronic newsletter. As usual, an e-mail version is available for members who lack or don’t use Internet browsers. E-mail addresses and URL’s for World Wide Web hot links in the text are also appended as footnotes.

Your contributions and suggestions for upcoming issues would be much appreciated! Please send your ideas or articles to the editor.
 
 
 

CALENDAR OF EVENTS

    1. Annual General Meeting - Friday, April 16, 7:30 in the Library meeting room.

            Tony and Marti have concocted something different for the contest/entertainment, so do try to attend this meeting! There will be great prizes for the contest winners. A video taken from the bridge of a BC Ferries vessel will be screened if there is interest. It shows some scary situations the ferry navigators all too often encounter due to careless or uneducationed recreational boaters. D/E/O Linda Larrson will represent the Vancouver Island South District at the meeting.

    2.  Change of Watch ceremony - Friday, May 14, 6:00

            All members are cordially invited to attend. Our hosts will be Steve Fisher and Rich Fox, 1601 Chart Drive. This will be a potluck dinner, so please bring your favourite liquid refreshment; dishes, mugs and cutlery plus your choice of appetizer, salad, main course or dessert. Coffee and tea will be provided. D/C Don Lassey will be present to formally pledge the new Bridge members and present merit marks.

    3. Safe Boating Week display in the Driftwood display window - May 16 - 22

    4  Boat Pro course for Pender Island School, Grade 8 class - May 31 - June 4

PENDER ISLAND'S ENTRY IN 2003 CPS BOATWISE BOOKMARK CONTEST
 
 









Congratulations to Evan Moore, whose submission to the 2003 BoatWise Bookmark contest placed eighth of thirty two entries from across Canada! Evan was 8 years old when his very imaginative bookmark was sent in.

The annual CPS  BoatWise Bookmark Contest is open to children or grandchildren of CPS members, or any young people who have taken BoatWise or Boat Pro courses. You can pick up a copy of the contest rules in the Power Squadron folder in the community box at Pender Realty, or see page 12 of the Winter 2004 edition of Promoto. (Promoto is available in the Members Moorings section of the CPS web site.)  The June issue of this newsletter will include information about when and how to submit entries to the 2004 contest.
 
 
 

WOULD YOU ORDER A PENDER ISLAND SQUADRON BURGEE FOR YOUR BOAT?
 
 

Officer-at-Large, Lt. Nick Samsom, would like to know how many Pender squadron members would order a burgee if they were to be made available. The price to manufacture them will depend on the number initially ordered. If you are interested in owning one, please contact Nick. His e-mail address is nsamsom at cablelan dot net.

For the benefit of members who do not know what the design represents, here is the interpretation.

The green and white vertically striped portions represent the two Islands, North and South Pender which were originally joined by a narrow neck of land.  The red bridge forming the central motif represents the wooden span now joining the Islands.  Red was chosen as the colour to again strengthen our association with CPS.  The canal between the Islands is well known to small boat operators.  The two harbours enclosed by the Islands, Browning Harbour to the North and Bedwell Harbour to the South are noted by the stylized waves.  These harbours are familiar to all those sailing the waters of Chart 3450.
 
 
 

TRAINING NEWS

Are you interested in what was taught this past year? Here’s a list of courses given and the numbers of students in each class. If any members or friends wish to take the Weather courses next season, Fundamentals will be taught in the fall and Global in the spring. VHF is offered in February just after the Boating class has finished. Marine maintenance didn’t have enough registrations to run this year so will be offered again in late winter.

Phone me (Marti) at 6767 if you would like a course that hasn’t been offered recently and I will try to find an instructor.

EXECUTIVE OFFICER'S REPORT
 

The following information comes from recent Canadian Power Squadron training meetings in Toronto.

There are now 3 assistant national training officers: Charlie Pryde—Administration; Bob Parke—Production; and Sue Stretton—Curriculum.

Unfortunately the number of students signing up for CPS courses is declining as follows: Boating is down 11.2%, Piloting down 10.5%, VHF down 24.4% and Boat Pro down significantly. This means reduced income for CPS.

The course director for Boating stated that it is impossible to modularize that course. However it will be divided into sections. Sections A, B & C will cover material required for the Pleasure Craft Operator Card. Potential squadron members will also be required to take sections D—Charting and navigation and E—Cruises to qualify for membership in CPS. Some squadrons will test the new material this September. It was suggested that Boat-Pro be renamed, combined with courses from the Canadian Yachting Association and the Canadian Coast Guard Auxiliary and be issued as one publication. The CPS logo and names of other CPS courses would be included.

CPS will produce a new Navigating with GPS course containing basic as well as advanced information. This subject has been changed from a seminar to a course as it is examinable and one must have it for a full certificate. The Radio Talk course will now offer two exams, one for ROC(M) and one for DSC/GMDSS (Digital Selective Calling/Global Maritime Distress & Safety System). If you have your ROC(M) you are now licensed to operate MF & HF radios as well as using your hand held VHF to transmit from land. The Marine Maintenance course will cover engine maintenance only. A new EN (Electronic Navigator) grade will be established and the requirements to achieve an EN grade will be finalized at the October meetings. I suggested that Global Weather only be the weather criteria rather than Fundamentals plus Global for full certificate status (SN) . All the up to date requirements for SN Grade (2.) are to be determined by a committee to report at the October AGM.

The Canadian Hydrographic Service will no longer be publishing Chart no.1: symbols, abbreviations and terms. A suggestion was made that it be taken over by CPS with the addition of a glossary of terms.

CIL (Canadian Industries Limited) is willing to put the CPS logo on all products they sell, not just flares. This proposal is awaiting final approval from CPS. Cliff Miller, District Training Officer for Vancouver Island North District will create a module on carriage and use of flares.

CPS brochures for advertising courses are available and can be downloaded from Members Moorings on the CPS Web site.

A new 24/7 automatic phone set up is being planned for the CPS headquarters office in Toronto.

Finally, here is a reminder that all west coast marinas are now using channel 66A; they no longer use 68 and 69.

ENVIRONMENTAL CONCERNS

The March issue of the Pender Post contains an article by P/C Sara Steil encouraging the use of non-toxic methods for cleaning boats. There are some very useful web sites that discuss this important issue in more detail. The US Environmental Protection Agency's Management Measure for Boat Cleaning(3.) is available in PDF format and is just one part of the much more comprehensive document titled National Management Measures to Control Nonpoint Source Pollution from Marinas and Recreational Boating.(4.)  Another American web site with several pages containing a vast amount of information is the National Clean Boating Campaign. You might want to start with its Boat Maintenance Fact Sheet (5.) and if you are really keen to explore other web sites on the subject, the extensive bibliography(6.) will lead you to a multitude of other sites.

Water Quality: Boating and Marine Activities (7.) is a British Columbia Ministry of Water, Land and Air Protection web page that includes information on environmentally friendly cleaning solutions for boats and lists the 17 areas in British Columbia where holding tanks are required.
 
 
 

NOTICE OF 2004 ANNUAL GENERAL MEETING, VANCOUVER ISLAND SOUTH DISTRICT
 

TAKE NOTICE that the Annual General Meeting of Vancouver Island South District will be held at the Mary Winspear Centre, Sidney on May 8, 2004 at 1300 for the purposes of:

    (a) receiving and, if thought fit, approving the Reports of the Officers of the District;

    (b) receiving and, if thought fit, approving the Financial Statements of the District for the twelve-month period ending March 31, 2004 and the Report of the District Auditor thereon;

    (c) electing the Officers of the District;

    (d) appointing the District Auditor;

    (e) considering such further and other business as may properly come before the Meeting.

The Report of the District Nominating Committee (8.) is attached to, and forms part of this Notice. Under Regulation 12.1, any further nominations must be made by way of a petition, in writing, signed by not less than 5 Members of this District who shall confirm the consent of their nominee to stand for election The petition must be filed with the District Secretary not less than 2 days prior to the date of this Meeting.

CPS FOUNDATION
 

The Canadian Power Squadrons Foundation (9.) is a charitable corporation which furthers the efforts of all squadrons of Canadian Power & Sail Squadrons. It serves as the repository for memorial gifts and also solicits other donations. The Foundation ensures that the disbursement of specified monies is used to help strengthen the mission of CPS. Squadrons donating one dollar per member receive a Certificate of Merit and a place on the Honour Roll.

Our squadron has donated $1.00 per member to the Foundation for the equivalent of 8 years, thus entitling it to recognition at the National Annual General Meeting. The photo of Tony Merry, below right, commemorates that recognition. Donations of $63.00 in 1998 and $72.00 in 2002 have been memorials in memory of P/C Jack Little and Co-Port Captain Kay Spencer, respectively.
